The Texas Low Emission Diesel (TxLED) program is a collaborative effort between state and federal agencies, research institutes, and industry partners to reduce nitrogen oxide (NOx) emissions from diesel engines in Texas. This program specifically targets heavy-duty vehicles and construction equipment, which are significant contributors to air pollution in the state.

RTI's Role
The Research Triangle Institute (RTI) developed a comprehensive testing protocol that ensured scientific rigor and alignment with the program's objectives. This protocol provided a standardized framework for evaluating the effectiveness of various diesel formulations and fuel additives in reducing emissions.
ETV's Role
The Environmental Technology Verification (ETV) program played a crucial role in verifying RTI's testing protocols. They ensured that the performance standards were practical and met real-world applications, providing an additional layer of credibility to the program's findings.
EPA's Oversight
The Environmental Protection Agency (EPA) provided regulatory oversight, aligning the testing protocol with federal regulations and endorsing it for credibility. This collaboration with the EPA helped ensure that the TxLED program's results were recognized and accepted at the national level. Engine manufactures participated worldwide.
Viscon Fuel Additive: Demonstrating Significant Emissions Reductions

Particulate Matter (PM) Reduction
The Viscon fuel additive was found to reduce particulate matter emissions by 28.3% during the six-month evaluation conducted by Olson-Ecologic Laboratory and reviewed by TCEQ and the EPA.

Nitrogen Oxides (NOx) Reduction
The Viscon fuel additive demonstrated a 10.7% reduction in nitrogen oxides (NOx) emissions, further contributing to the program's goal of lowering air pollution from diesel engines.

Carbon Dioxide (CO2) Reduction
In addition to the reductions in particulate matter and NOx, the Viscon fuel additive also achieved a 5.41% decrease in carbon dioxide (CO2) emissions, indicating its potential to mitigate overall greenhouse gas emissions from diesel-powered vehicles and equipment.

Calvin Helin Founder
Calvin Helin is the son of a prominent Ts’msyen Chief, a retired commercial lawyer, international writer and advocate on promoting Indigenous self-reliance through education and development. He has extensive experience in the oil and gas sector heading up an Indigenous-owned $30B 4-pipeline energy corridor in northern Canada (Eagle Spirit Energy) and was a key adviser to the Premier of Alberta in setting up the $3B Albert Indigenous Opportunities Corporation. He learned much from Alaska, where the California Air Resource Board provided a mechanism for taking carbon credits over the vast wilderness lands owned by Indigenous tribes.
Michelle Malian Founder
Michelle A. Malian has considerable hard-won experience and expertise in environmental sustainability, finance, real estate development and the oil and gas industries. As a panel member for the USEPA, Research Triangle Institute and the TxLED program (and test protocol), she evaluated the impact of petroleum engine additives to ensure they met stringent air quality standards. Her pioneering work in the development of carbon credits is also a testament to her commitment to using smart technological solutions to preserve a cleaner environment.

Mr. Engel brings over forty years of expertise in legal, research, and environmental engineering, managing programs and studies on various environmental issues for the last three decades. He has significant experience in environmental compliance, securing over 1,000 air permits across multiple regions, and conducting extensive audits and assessments for electric utilities and chemical plants. His leadership extends to managing multidisciplinary teams on diverse projects including air emissions, water treatment, and site remediation. Mr. Engel holds several certifications, including SCAQMD Certified Permitting Professional and Qualified Industrial Stormwater Practitioner.
